How is ATS software priced?
Per-employee pricing is the one to watch. A company of 200 people that hires four times a year pays for 200 people every month; the bill scales with headcount, not hiring.
- Per company, flat: one price regardless of users (Breezy HR, Workable by headcount band, JazzHR)
- Per recruiter seat: the price scales with the people using it (Manatal, Keka Hire, Zoho Recruit)
- Per employee: the whole headcount is billed, usually because the ATS is part of an HR suite (BambooHR)
- Quote only: the price depends on a sales conversation (Greenhouse, Lever, Recruitee)
- Free: no price at any size (ofper, with unlimited jobs, candidates and seats)

What the list price does not include
- Add-ons: texting, assessments, e-signature and analytics are often separate lines
- Job board distribution credits, which some plans include and others sell
- Implementation or onboarding fees on quote-only products
- The cost of the roles you cannot open because of a job cap
Why ofper is free
ofper is built to be cheap to run rather than subsidised: no AI inference, no platform-paid recruiting email (companies send from their own mailbox), no server-side resume parsing. Each additional company costs very little to serve, so there is no paid tier for core recruiting features. The trade-off is scope, listed on every feature page: no job board posting, no AI, no integrations, no reporting.
Questions, answered straight
Why are some vendors missing from the calculator?
Because they publish no price. Greenhouse, Lever and Recruitee quote on request, and Keka no longer publishes its Hire add-on price. Listing an estimate would be inventing a fact.
Are these prices in rupees?
Prices are shown in the currency the vendor publishes, which for the listed plans is US dollars. They are not converted, because vendors bill in dollars.
How often are the prices checked?
Each figure carries the date it was read from the vendor's pricing page. If a date is more than a few months old, check the vendor page before relying on it.
